Recently Microsoft published an article that the basic authentication for POP and SMTP won't be supported in outlook from 1st Oct 2022.

This only affects connecting to Exchange Online via the POP3 protocol using Basic Authentication.
It doesn't affect Outlook connecting to other email providers via POP3 using Basic Authentication.
